Frank Leanza

After earning a B.S. (Summa Cum Laude) and a Juris Doctor (Cum Laude), Frank began his career in individual tax planning as a Tax Consultant at a Big Eight accounting firm in 1978.  Two years later he was recruited by a major Bergen County law firm to provide tax planning and estate and trust administration to the firm’s major clients.  During the ensuing four-year period, Frank earned both a Master of Laws in Taxation and a Master of Management Science while providing full-time legal and tax planning services to the firm’s clients.

In 1984 Frank established his own law firm, providing tax planning and trust and estate administration services to an ever-growing client base of business owners and executives. Over the next thirty years, Frank developed and expertise in insurance industry products as an integral part of his clients’ planning.  During such time, Frank also served as a municipal judge in Hudson County for over twenty-four years.

The death of Frank’s wife and his responsibility to his children led to his withdrawal as a full-time partner at his firm and assuming the position of “of counsel” to provide services to his clients.  In 2014 Frank was appointed as a Commissioner at the New Jersey State Commission of Investigation.  Although appointed to a second term as Commissioner, Frank accepted the position of Senior Vice President and Chief of Legal and Regulatory Affairs of the New Jersey Sports and Exposition Authority.  Although precluded from private practice during his NJSEA tenure, Frank remained active in tax planning and administration as a Trustee and Executor for many of his former clients.

Upon his youngest son’s commencement of college, Frank resigned from NJSEA to resume the practice of law as a partner at Winne, Banta, Basralian, & Kahn, with offices in New Jersey and New York.
